Being unable to or facing \nconstraints in satisfying basic needs such as cooking, lighting and \nheating, affect people\u2019s quality of life and social mobility by \nexacerbating other forms of inequality. Energy poverty can have negative\n impacts on the quality of and access to education, can worsen people\u2019s \nhealth, and can more generally limit peoples\u2019 means of improving their \nliving conditions. However policies to combat climate change and drive \nthe ecological transition are often socially blind and perpetuate social\n inequalities. The eco-welfare framework can be used as a policy tool to\n align the ecological transition with social justice.<\/p>\n\n\n\n<p>In recent years, efforts to address this challenge have multiplied. In 2011, the United Nations launched the <em>Sustainable Energy for All<\/em>\n (SE4ALL) initiative, with the aim of achieving universal access to \nenergy by 2030 through a global increase in energy efficiency and \nproduction from renewable sources. Reducing energy poverty is also one \nof the Sustainable Development Goals (SDG 7).<\/p>\n\n\n\n<p>Although the ecological transition is currently being mainstreamed in\n numerous national and international agendas, fair and equal access to \nenergy systems is still an unresolved issue. While industrialised \ncountries implement policies to combat climate change, there is a risk \nthat these policies are neither aimed at social inclusion nor at \nfighting poverty.<\/p>\n\n\n\n<p>Ecological modernisation sees growth in the volume of traded goods  and sustainability as compatible. A compatibility that should be made  possible thanks to technological innovation to make production systems  more efficient.
